SIGA Leadership

The Executive team consists of the President & CEO who oversees the entire organization and the department Vice Presidents, which oversee their respective corporate departments. The General Managers oversee their respective casino operations.

Zane Hansen

President & CEO

Zane Hansen of the Waterhen Lake First Nation is President and CEO of the Saskatchewan Indian Gaming Authority (SIGA).

Since 2006, Zane has been leading this dynamic organization, which operates seven modern casinos in Saskatchewan. This progressive First Nation entertainment company has been recognized as a top 15 employer in Saskatchewan, top 50 Best Workplace in Canada, and top 35 business in the province. SIGA was also recognized as the 2007 Business of the Year by Sask. Business Magazine and Tourism Saskatchewan.

Prior to joining SIGA in 2005, Zane was previously employed by the Meadow Lake Tribal Council. He holds a Bachelor of Commerce from the University of Saskatchewan, and has CPA, CMA, CAFM and Chartered Director designations.

Tim Prosser, Sr. VP Finance & Administration

Tim Prosser was appointed Senior Vice President (VP) of Finance & Administration with the Saskatchewan Indian Gaming Authority (SIGA) in June of 2009. Tim holds CPA (CA), CIA, and ICD.D designations. Prior to joining SIGA, he worked in public practice and focused much of his time on internal auditing and consulting engagements.

Tim has extensive experience working with a variety of businesses with respect to planning and executing a risk based internal audit plan, the internal development of policies/procedures, strategic planning, budgeting, project and program management, enterprise risk management, and governance practices to support the achievement of targeted goals. Regardless of changes that occur in any organization, he is a firm believer that to create a long-term, sustainable business advantage and to remain competitive, the organization needs to know what its internal and external customers value and being able to aptly respond to both fronts.

Tim was born in Calgary but raised in Saskatchewan, and he graduated from the College of Commerce at the University of Saskatchewan in 1999. He serves as the chair of the SIGA Pension Committee and has enjoyed, with the other committee members, seeing the membership interest grow, with more employees taking an active interest in their financial futures.

Lionel Tootoosis, Sr Vice President of Operations

Lionel provides leadership and strategic direction for SIGA’s seven casinos and Marketing department to achieve SIGA’s corporate mandate and adhere to its guiding principles.

Lionel’s passion for Operations and in the development and mentorship in others, comes from his personal commitment to continuous learning. Lionel has completed his Master of Business Administration (MBA) and Chartered Professionals in Human Resources (CPHR) designation and has a Gaming Management certificate from the University of Reno Nevada.

A few career highlights, from his career spanning over 20 years includes a General Manager role, casino expansion project work, casino, and hospitality management, and providing HR professional services.

Assuming the executive role in 2013, Lionel has led SIGA in several transformational organizational changes including taking over its Casino Management System (CMS) and technical operations from a third-party vendor, developing a regional casino model, and several change management initiatives to optimize organizational performance. Looking forward, Lionel plays an integral part in the organization’s road map as brick-and-mortar operations and online gaming converge.

Lionel is also an active community member with Board of Director roles with the CPHR Saskatchewan and with Indigenous Destinations Saskatchewan.

Thy Prak, Vice President of Marketing & Digital Strategy

As Vice President of Marketing and Digital Strategy, Thy provides leadership and strategic direction for marketing and online gaming at SIGA. He is responsible for developing and delivering SIGA’s digital strategy, focusing on integrating land-based and online operations. Thy’s team leads the strategy and programs that connect SIGA to its players through marketing, player incentives, and rewards programs.

Thy joined SIGA in 2009 and has held various key positions, including Operations Manager, Director of Casino Operations, AVP of Gaming Operations, and VP of iGaming & Digital Strategy. Throughout his tenure, he has been instrumental in initiatives such as leading the repatriation of the casino management system and enabling the delivery of its product and innovation agenda, furthering SIGA’s efforts to adapt to rapidly evolving business needs. He brings extensive senior leadership experience, including product development, business development, retail, and casino operations.

Thy holds an MBA from the Kenneth Levene Graduate School of Business, University of Regina, and a bachelor’s degree from the University of Saskatchewan. He is also a graduate of the Executive Development Program at the University of Nevada, Reno. Outside of work, Thy is an outdoors enthusiast who enjoys spending time with his family.

Jarvis Pelletier, Vice President of IT/Gaming Systems

Jarvis began his career at SIGA in 2014. He brings more than 25 years of extensive experience to his current role at SIGA as Vice President of Information Technology (IT) & Gaming Systems. Prior to joining the SIGA family, Jarvis spent 20 years with Saskatchewan Government Insurance (SGI) and SGI Canada in progressive IT leadership roles on capital projects and initiatives across Canadian jurisdictions. Jarvis’ leadership, and rich knowledge of the IT space has led to the successful delivery of SIGA projects provincially across seven casino locations—supporting the corporation’s strategic vision. Jarvis is responsible for all layers of technology that supports SIGA’s casino operations and Central Office. Jarvis has a passion to build team members to reach their fullest potential, and identifying the most cost-effective, value-added IT solutions that contribute towards strengthening the lives of Indigenous people through employment, economic growth, positive community relations, and financial self-reliance.

Jarvis is a member of Cowessess First Nation and holds a Bachelor of Business Administration degree from the University of Regina, and is a Certified Chief Information Security Officer (C|CISO). He also completed certificate programs in strategic leadership and gaming management through the University of Nevada Reno and Las Vegas campuses.

Jarvis gives back to the community through volunteerism and presently sits on the Foundations Learning & Skills Saskatchewan Board of Directors.

Desiree Gervais, VP Human Resources & Corporate Relations

Desiree Gervais is from the Sapotaweyak Cree Nation (Treaty 4) and is the Vice President of Human Resources and Corporate Relations of the Saskatchewan Indian Gaming Authority (SIGA). She has been an integral part of the executive team since February 2022, consistently demonstrating exceptional leadership, while delivering top employer people programs for SIGA’s success. Desiree is responsible for leading SIGA’s talent, communications, and corporate social responsibility strategies. She has more than 20 years of progressive Human Resources experience, including with First Nations government, and highly regulated environments in the energy and mining sectors. Desiree has a Bachelor of Commerce degree (in Human Resources) from the University of Saskatchewan, as well as her CPHR Designation.

Trevor Marion, Regional General Manager - EAST
Trevor started his journey with SIGA in 1996 at Northern Lights Casino (NLC) as a security officer.

In 2002, he became the Director of SIGA Casino Security and liaison with SLGA and IGR. He was credited with integrating technology to enhance SIGA with the implementation of Morse Keywatch and iTrak reporting systems – moving these areas from manual tracking and filing.

Positions following 2002 included everything from SIGA’s Director of Business & Procedure Development, Assistant GM (LSC), GM experience in Alberta and Regina, to Trevor’s current position now in Swift Current. He is originally from the James Smith First Nation, and has recently received a Hospitality, Tourism, Entertainment and Gaming Certificate from the First Nations University of Canada.

Trevor has also attended the Executive Development Training program at the University of Nevada, and has received certificates in Project Management, Conflict Resolution, Strategic Planning Management, along with various other in-house (SIGA) training courses.

He has 27 years of gaming experience – 23 with SIGA – of which 16 of those years is in progressive management positions at SIGA and other gaming properties, such as, Casino Dene in Cold Lake First Nation in Alberta, and Casino Regina.
Richard Ahenakew, Regional General Manager - WEST
Richard Ahenakew is a proud member of the Ahtahkakoop Cree Nation and served as the General Manager of the Northern Lights Casino from 2004 until October 2023, when he accepted the role of Region East, Regional General Manager. His vast knowledge and experience in the gaming/hospitality industry, helped to put Northern Lights Casino on the map as a local landmark and tourist destination.

Richard started with SIGA in 1996 taking on diverse roles achieving success by being genuine, trustworthy and humble to everyone, earning his role as a well-respected Leader and Colleague. He is a strong advocate for education with a vision to hire, develop and promote First Nations business in Saskatchewan with a genuine goal to offer succession planning and opportunity for employees.

With his ability to take on many roles at the casino – he is also the Annual Pow Wow and Round Dance President and advisor with a commitment to honour and preserve First Nations Culture and tradition.

Richard’s insight to business strategies and community initiatives has given opportunity to assist other organizations, serving as a member and advisor to boards and committees.

Currently, Richard is the Vice President of the Saskatchewan CAA Board of Directors and Board Member for Saskatchewan Crown Corporation SaskTel. Richard served on the Saskatchewan Chamber of Commerce for over 8 years and has the distinction of being the First President appointed to the Saskatchewan Chamber Board who is of First Nations background, a milestone within Canada.

In 2012 Richard was recognized for his outstanding contributions within his community, province and country and received the Queen Elizabeth II Diamond Jubilee Medal of Distinction.

In 2011 Saskatchewan Polytechnic presented Richard with an honorary Diploma recognizing his valuable work to promote studies, post-secondary schooling and mentoring youth on the importance of High school education and career.
Justina Sather, General Manager of Gold Horse Casino
Justina Sather has more than 13 years of experience with SIGA and is a member of White Bear First Nation. Justina worked at Living Sky Casino for 10 years overseeing the Food and Beverage Department and Event Centre as the Events Coordinator and Food and Beverage Manager. During this time, she also held other acting roles as Marketing Manager of Living Sky Casino and Senior Operations Manager of Bear Claw Casino & Hotel. In 2018, Justina joined the Gold Horse Casino as the Senior Operations Manager and played an integral role in the opening of Gold Horse Casino. She became General Manager at Gold Horse Casino in 2022.
Charles Ryder, General Manager of Dakota Dunes Casino
Originally from Carry the Kettle First Nation, Charles Ryder has had an extensive career with SIGA.

Charles began his career with SIGA at Northern Lights Casino in 1996 working in Live Games. This led him to eventually become the Live Games Manager at Painted Hand Casino and ultimately to his position of Director of Casino Operations.

He also served positions as Project Manager for the Bally CMS, Smoke Signals, NLC Expansion and term GM at Living Sky Casino. He has served as the GM at Painted Hand Casino since 2014.

Charles served as the GM at Painted Hand Casino from 2014-2021. In 2022 he was selected as the new GM at Dakota Dunes Casino.

Kelly Atcheynum, General Manager of Gold Eagle Casino
Kelly Atcheynum has been with the Gold Eagle Casino for over 24 years. He provides strategic direction at the casino and promotes the casino for North Battleford and area. Kelly was previously the Assistant General Manager for three years, the Duty Manager and the Cage Manager at the casino. Kelly has a Business Administration certificate and Gaming Management certificate through the University of Reno.
Memory Delorme-Antoine, General Manager of Painted Hand Casino
Memory joined SIGA in 2013 as Finance Manager at the Painted Hand Casino and is a member of Cowessess First Nation. Throughout her time with SIGA she has held acting roles that include Marketing Manager, Human Resource Manager and Operations Manager. She has also had General Manager Delegation on various occasions in the past.

Memory transitioned to her current role as Administration Manager in 2020. She possesses a Bachelor of Administration degree from the First Nations University of Canada and has completed the required courses to attain her Gaming Management Certificate from the University of Nevada, Reno.

Angela Isbister, Northern Lights Casino, General Manager
Angela Isbister is a proud member of Muskoday First Nation. She was appointed the role of Acting General Manager for Northern Lights Casino in October 2023 and became the permanent General Manager April 1, 2024. Angela’s career with SIGA started at the Northern Lights Casino (NLC) on March 30, 1996, as a Cage Supervisor. In September 1997, she became the Cage Manager, then in December 1999, she was promoted to NLC Duty Manager which, was later called Operations Manager (this position is known as the CSM today). In December 2006, she was named the NLC Senior Operations Manager, which is now the Customer Experience Manager (CXM). During that time, she also had the opportunity to take on Acting General Manager terms at Northern Lights Casino and a 6-month term position she filled as the General Manager for Living Sky Casino.

Angela has completed the Gaming Management Certification Program through the University of Nevada, Reno.
